Philip “Phil” Dale Garrett, 74, of Council, Idaho, passed away on October 13, 2023 at home.

Born on July 9th, 1949 in Modesto, CA, he was the son of Dale and Peggy Garrett and brother to Jan. After his high school graduation, he served proudly in the US Air Force and in 1973 began his career with the US Army Corps of Engineers with the Los Angeles District. One of his many career highlights was becoming the Lab Chief of the Seven Oaks Dam resident office. He retired as a Project Engineer from the Mountain Home AFB Corps of Engineers office in 2005.

Phil was a proud husband, father, son, grandfather, brother, uncle, friend and veteran. He married the love of his life, Joanne, in 1983 in Council, Idaho. They celebrated their 40th wedding anniversary this past August. After the birth of their daughter, Jackie, they moved back to California. In 1997, the family moved to Mountain Home, Idaho, and in 2006 he and Joanne moved back home to Council, Idaho.

Phil had many interests and hobbies over the years, including softball, reading, politics, golf, riding in his UTV, and tinkering in his shop. But he was happiest on the Lake with his wife; or in his favorite recliner with a dog by his side. Anyone that knew Phil, will remember him for his quick sense of humor and the mischievous twinkle in his eyes.

Phil was preceded in death by his parents, Dale and Peggy Garrett. He is survived by his loving wife Joanne, daughter Jackie Caba (Matt), son Jeff McDade, grandson Keolani McDade (Kelly), sister Jan Cheverton, niece Tasa DeGroat (Chester) along with their children and grandchildren, and dearest friends Terry and Pam King.

A family and friend memorial service will be held at a date and time to be determined.
