New Meadows City Council-City Business - Deputy Clerk Search, Sheriff Report, Zoning Questions
The City Hall was packed for the New Meadows City Council’s regular meeting on February 12, 2024. There were fourteen people in the audience and two attended via zoom. The last meeting was canceled so there was a lot to do. Shiloh Ryker was the only council member absent and the deputy’ clerk’s chair was empty due to that position being vacant and applications for that job being accepted again.
Dolly Black asked for the billing on their lease be put on a future agenda to be discussed.
Cole Keener was introduced as an intern who will be working on a training program to get a planning and zoning commission going again.
Cameras have been installed at the Well 5 facility and will be put in at Well 4, Well 3, the booster station and reservoir in the coming weeks.
The school took the reader board sign down at the park. The mayor will be attending a school board meeting to see what the plan is.
Interviews are being done to hire a new deputy clerk and a special meeting will be called to get someone hired as soon as possible.
Sheriff Ryan Zollman gave a report saying fall was busy with 55 calls in the New Meadows area from October to December ranging from dogs at large to traffic collisions inside the city limits. The Sheriff’s Department is in the process of getting a new Records Management System and Jail Management System. These should be ready to go by July 9 and is integrated with Washington County in case something goes down, work can still be done. It’s a state-of-the-art system and more user friendly. They are also updating their dispatch system and mobile radios. That should be completed the first part of April. The department is short on deputies but have some good applicants. The city got a grant to help with the system updates. The dog pound is operational now. A time will be scheduled to have deputies come check it out. The mayor let Ryan know that parking in the middle of the road is still a problem. Ryan said they will take care of it if specific instances are brought to their attention.
Sewer Rates & Fees were discussed and will be determined using the formula used in prior years.
The council discussed maintenance needed on city hall. The priority is to find funding for heating/cooling, windows, insulation, etc.
A question was brought up about if tiny homes should be allowed on R1 or kept on R2 and R3. This will be reviewed at a later date.
Discussion was held concerning the potential diesel addition to Brown’s Market and council members were encouraged to review the ordinances relating to the possibility of above ground fuel tanks.
A Public Works Utility Truck was approved to be purchased from the Fire Department.
An automatic flush apparatus was approved to be replaced in the park bathroom.
The Joint Powers Agreement with the Idaho Counties Risk Management Program (ICRMP) was approved.
It was decided to move the Industrial Park Dumpster from the back of the property out to the front to try to discourage public use.
The Brown’s Recycling CUP Status Report was reviewed. More pictures are to be sent and presented with the report due at the next meeting.
The Brown’s Tiny Homes CUP on Heigho was canceled as per request of Bill and Donna Brown.
A Crestline Task Order was approved for Sewer Line Extension to the property where Blue Tick Coffee and Salmon River Mobile Vet are located.
Improvements to be made to the softball field will need to be completed by community involvement.
A proclamation for H.O.P.E. Week was approved.
Carryover Accounts were designated.
The Council then went into Executive Session.
Afterward, the City Council approved changing Jessie Wallace’s employee classification to temporary. A bonus was approved for Kyla Gardner.
The consent agenda was approved and the meeting adjourned.
The next meeting will be on February 26 at 6:30.
