RV Ordinance 532 Approved

All Council City Council members except Kim Mahon attended the meeting on March 12th. Mendy Standford, council president, who was on a road trip, attended the meeting remotely.

The council discussed spring cleanup and appointed council member David Tubridy to oversee organizing the event. The council hopes to hold the cleanup day on the day the county allows free dumping, and there was a discussion about having dumpsters available in town. Stanford said it is important to understand that there are seniors and people who are disabled who may need help cleaning up their yards. Tubridy agreed to create posters, to write an article for the newspaper, and to recruit volunteers to help with the task.

Hugo Bravo, who owns and operates a food truck, asked the city council whether they would be interested in selling the land just to the east of the Thrifty Shoppe. Mayor Bruce Gardener said the city had purchased that lot so the city would have a place to dump snow and to allow for extra parking. The council told Bravo the lot was not for sale.

A motion was passed to adopt ordinance number 532 under suspension of the rules. The ordinance has to do with how long one can live in an RV situated on one’s property. It states that all RV’s within city limits must be licensed and that no one can live in an RV for more than 14 days in a row or more than 30 days in a calendar year. The intent is to allow out-of-town guests to have a place to stay.

Lori Herren, Doug Herren and Matt Clayton, from the Council Chamber of Commerce presented the council with drawings of updated signs for the city. They hope to work with the city to replace the current city signs as you enter Council from both the north and the south. They said they also have future plans that might involve the placement of signs indicating where travelers can find food or groceries and are hopeful that business owners will pitch in for the cost of such signs.

Public Works Supervisor Caleb Shumway said he is continuing to work with contractors at the new health clinic and that he was sent the wrong parts for the wastewater treatment facility and is awaiting the arrival of the correct parts. He said the facility is still functioning as it should.

City Clerk Ashley Scott reminded meeting attendees that city hall will be closed so that she and deputy clerk Julie Pate can attend trainings on the following dates: April 8th through April 11th, April 24th, and May 7th. She added that the annual audit meeting is scheduled for the next city council meeting, which will be held on April 2nd, instead of the second Tuesday of the month because some council members will be out of town on the regular meeting date.

Finally, Kathryn Hughes, Council Airport Commission Chair, reported that there will be a Transportation Safety Administration inspection of the airport on March 13th, at 11:00 a.m. She added that an electrician and others will meet at the Airport on March 15th to attempt to determine why the runway edge lights are not working.

Hughes said the airport will host a short takeoff and landing (STOL) clinic on June 1st. “Temporary markings will be painted on the runway to simulate a short landing area (approximately 700 feet long by 30 feet wide) so that pilots can practice this kind of landing before they head into the back country for the summer season,” she said.

A similar clinic had been scheduled for May of last year but had to be canceled due to severe weather.

She said The Idaho Aviation Association is partnering with the Airport Commission in planning this event, which will be open to the public, and she plans to write an article for the newspaper to pique interest from the local community.

Hughes also said she expects the $5,777 the city paid for the fuel card reader installation and fuel nozzle repair in 2022, will be recouped through fuel sales by the end of 2024 at the current rate of fuel sales. She also reported on courtesy car donations that were given to the city.
