The New Meadows city council held their regular meeting, and the first of 2026, on Monday, January 12. The meeting covered two agendas, the first to close out 2025 business including October 2025 financials, December payroll, meeting minutes, and December’s paid & pending claims.

The second agenda began with swearing in and oath of office subscriptions for Mayor Julie Good and Council Members Traci Foster and Shiloh Ryker. Both Council positions were uncontested. New Council Mayor Gabe Wilson and council member David Tubridy were in attendance. The council also selected Ryker to continue as city council president. She would run city council meetings and be able to sign for Mayor Good in case of absence.

Mayor Julie Good began her report recognizing the conditions of roads around the City and encouraged people to drive slow. She noted that grading work needed colder weather. Mayor Good referenced a free preliminary assessment of the City Hall HVAC system that would be happening and said the City was exploring grant funding for needed fixes.

Good continued reporting saying a goal of her new term was to increase community information sharing with a monthly mayor’s note in the City’s weekly email and with a meeting takeaways report after each City Council meeting noting what they are talking about, what they are doing, and what is next.

The Mayor gave thanks to the City team including City Clerk Kyla Gardner, Deputy Clerk Sonya Broadhecker, Public Works employees Hunter Brown and Michael Lee. She also gave appreciation to contract Water Operator Kirk Kundrick, John Stone, Mike & Darlene Loper for locking and unlocking the park restrooms, and Philip Good for all of their work and volunteer hours.

The Council moved to a discussion on the old City Hall building and received an update on needed next steps. Gardner noted the Council will need to declare the building up for bid and state a minimum starting bid, hold a public hearing, and sell the building at public auction. If the building does not sell at the auction they may proceed with a realtor. A declaration is expected at the next City Council meeting.

One RFP has been received for a new City attorney. The City continues to advertise to fill the position and is reaching out to local agencies for more leads.

Action items for this meeting began with appointments to representative and liaison positions. Mayor Good was reappointed representative to the West Central Mountains Economic Development Council, Stibnite Foundation, and Stibnite Advisory Council. Traci Foster was reappointed as representative to the McCall Chamber of Commerce and added as liaison to the New Meadows Fire Department. Gardner was reappointed as Social Media Representative. Broadhecker was appointed as representative to ACHAT (Adams County Health Action Team).

Alcohol beverage license applications were approved for The Intersection Bar & Grill and Kuzns Kahili Club.

An action item regarding Brown’s Mountain Recycling began with a detailed discussion reviewing a timeline of events since 2014. The Council acknowledged the lengthiness and repeated extensions to the agreement as well as the City’s time and money that went into follow up and negotiations. In the end, a motion was made to issue notification to the Browns of release from citation. The City intends to also send a letter noting the property’s zoning and all related City Codes that need to be followed.

An executive session took place that was for discussion only.

Future meeting topics may include appointing a representative to attend School District Board meetings quarterly, an update from VCORP, review of the MOU with the Fire Department, an MOU with the County for the current ambulance district, declaring intent to sell the old City Hall building, approving alcohol beverage licenses, a youth center update, and potentially reviewing new attorney RFPs. A public hearing with the County Commissioners regarding the dissolution of the current ambulance district is scheduled for Tuesday, February 17 at 6:30 p.m. at The Depot in New Meadows. The next City Council meeting is scheduled for Monday, January 26 at 6:30 p.m..
